Mr. Chilton to Sir Edward Grey.-(Received January 1, 1914.) (No. 185.) Sir,

The Hague, December 30, 1913. WITH reference to Sir Alan Johnstone's despatch No. 172 of the 12th instant, I have the honour to transinit berewith a revised printed list, received from the Netherland Ministry for Foreign Affairs, of the Governments which have and which have not up to the present signed the Opium Convention of the 23rd January, 1912.

You will notice that Montenegro, Roumania, and Switzerland have all recently signed the convention.

The Ministry inform me that Austria-Hungary have promised to sign shortly, that the Minister of Uruguay at Brussels and the Bulgarian Minister at Paris have been authorised by their Governments to sign as soon as possible, that the Netherland Ministers at Athens and Belgrade have been instructed to press urgently for the signature of the convention by Greece and Servia respectively, and that a telegram from the Netherland Minister at Constantinople was received to-day stating that Turkey has reiterated her refusal to sign.
